[/color][/font] sat in his office, the smell of cigarettes soaked into every piece of furniture. It was a comforting scent, really, despite the fact that it only made him want to light up another. The need for them was getting worse and worse, not that he'd talk to anyone about it. As long as he didn't die just yet of lung cancer than everything was fine... Though, perhaps he did need to stop hanging up on people who called him during his "smoke breaks". With another puff of smoke leaving his lips, the Chief of Police let his chair lean back as he brought his feet up onto his desk. He'd certainly had his fun with the cutbacks and the offer of unicycles, but now he was bored. What else could he do? Change the water coolers to fish tanks? Perhaps he could get away with giving the ones with unicycles little horns to honk at people?... No, he should make Lovino his personal secretary to take calls! Yesssss. MOD - MARTIN EVANS This latest cut to the department was absolutely crippling, and from the grin present on Romulus' face as he announced it, he was only amused by the development. Martin was a senior officer. He'd seen the department at its worst and they never had to resort to things like this. In addition to being absolutely inefficient, the unicycles which were now imposed on every officer left them all with little pride. When invited into the room he stepped inside, his face stern, confused, and disappointed. "Sir, I'd like to ask about the new... additions to the department." He began. "Was this really necessary? Were we really in such a horrible position that we needed to default to unicycles?"

The one who had entered was easily recognizable and Romulus couldn't help but grin at that, letting the smoke seep from his mouth which only gave off the visual a poisonous toxin moving out every time he spoke... It was probably not an uncommon thing for one to think about this man. It was true in a sense, the way he said things being so either hurtful or slowly intoxicating. "Not us, my friend," he started, eyes switching from that smile to one of a more solemn expression, "The entire world. We are watching her become degraded through toxic emissions and I thought that, perhaps, we could sacrifice out own comforts for the sake of the world." And with that his face softened, almost as if pitying the fool. "I was even thinking of adding more options?" Now he sat back in his chair, holding up a hand to count while the cigarette continued to sit idly caught between his lips. "Segways, roller skates, skateboards... What do you think?" The male chuckled. "I'm trying my best to create new, innovative ways to make this work. We need to be setting an example for the community, after all~. I was even considering little horns to put on your shoulders and a miniaturized siren to place on your hats!" Romulus seemed overly pleased by the idea... MOD - MARTIN EVANS Oh God. Oh God. That look on Romulus' face told Martin all he needed to know, and his response was a mere gape in his mouth. He was almost entirely at a loss for words at this point already, and the conversation had only started. Romulus was serious. Jokingly so, but still very, very serious. Martin's brow furrowed and his expression contorted, trying to comprehend the gravity of the situation and the exact consequences of his superior's decision. Segways? Roller skates? Skateboards? Segways he could understand! They were common devices used in law enforcement, were they not? But still, defaulting the force to other such vehicles would surely destroy morale, and the little flashing siren for their hats wasn't going to help one bit. Besides the obvious problems, each person on the force would have to learn how to use the equipment. It was no simply task to teach a complete force how to effectively use ineffectual vehicles, but it wasn’t as if cars were any more useful on the busy streets of London. “Sir, might I ask you to possibly reconsider…?” Martin inquired cautiously, worried for the answer he was sure he was about to receive. Even if Romulus had a point about making sacrifices for the greater good, this was not the kind of sacrifice Martin had in mind! “I can’t help but feel your good intentions will only be damaging. We don’t want to handicap our forces, sir. We want to improve them.”

It was cruel, but honest to say that he practically thrived off of reactions like these. They were priceless, really. A real knee-slapper, if you will. He could go on all day with ideas. The fact that the tip of the iceberg was enough to make this individual cringe was practically making him hungry for what could possibly be next. "Do you doubt my judgement, Mister Evans?" The older male gave a wry sort of grin at the other. "You should write me a letter and have it processed." And now a snicker. "Come on, do you really believe I'll keep this up? MOD - MARTIN EVANS Martin smiled weakly. He was honestly very confused. Vargas' answers were ambiguous, if anything, leaving the door open for all sorts of terrifying possibilities. Knowing him, he could very well be serious and he was only playing on Martin's fears for the force. It was true that a segway was easy to exit when trouble was afoot, but the trouble needed to train men to use unicycles and properly dismount them? That was so inefficient! Not to mention silly and demeaning to everyone on the force. "I... I don't really know how seriously to take you anymore, sir." Martin admitted, running a hand through his hair. "But to be perfectly honest, you're scaring me right now!" Write a letter, have it processed... hah. The ails of bureaucracy were heavily apparent in the chain of command. By the time he took the appropriate measures, it would be too late to do anything, assuming Romulus intended to see this through and he wa smerely mocking Martin's concern. "If you are serious, could I do anything to change your mind?"

"Anything~?" The man practically purred the words, exhaling the smoke in small rings. "I'm not sure you could do anything, Martin. Just don't worry about it." Romulus flashed the man a grin before coughing a bit, reaching up to cover his mouth as he sat up right in his chair a moment and then leaned over. It took him a moment to regain composure as he cleared his throat and laughed. "I wouldn't do that to you boys. I'm not that cruel~."
Once more he leaned back in that chair, closing his eyes for a moment as he rested his arms on the armrests of the chair. "If you want to change my mind, then, just go get me some water. I need to finish up these papers before my grandson clocks in. I'll be too tempted to have him do my work for me~." And with that he shooed Martin away, sending him off... hopefully to fetch that water.
So long as the man didn't notice the red in the hand he'd coughed into then everything would be fine. It would be a pain in the ass to hear any complaints pressed his way, especially when he had no intention of quitting his job or even leaving for the sake of his health. This was his job and he would not leave it. He was fine, and everything else was fine. All he needed was this job and his grandchildren. That was his life and he would keep it that way.
Using a tissue box hiding under his desk, Romulus wiped that hand off as best as he could before getting back to work. No need to cause a fuss... Especially if Lovino would be coming in. Of all the people who would give him grief over the situation, he would certainly never hear the end of it from that boy... And Feliciano's face if he knew... No, he could keep it in a little longer. There was no rush. It wasn't like he was dying or anything.

MOD - MARTIN EVANS Water? Really? ... He could do that. Whatever dignity he had left was compromised the moment he was assigned a unicycle. Martin himself coughed in response, though somewhat awkwardly, as he excused himself from the chief's office, blissfully unaware of blood his boss had just coughed up over his hand. He was sure water was only the first step to success in this case. Followed closely by slaying dragon and dismantling the villainous forces of London's underworld. Though on a mission to retrieve water, he was mildly distracted several times with conversations with coworkers before finally making it to the break hall, from which he procured water straight from the cooler, and from there returned to the office to greet his superior once more.
